1. Organizers

Phoenix Cup, 2017 is organized by Phoenix Sports a registered body under the Bombay public Trust Act, 1950 Phoenix Cup, 2017 is organized under the aegis of Handball Federation of India

2. Playing Rules

Phoenix Cup is played according to the IHF & HFI rules and regulations. New Rules by IHF coming into effect from 1 July, 2016 will be in force in Phoenix Cup, 2017

3 COMPETITION FORMAT
Main Round

The orders of involved teams are be decided by

  1. Points
  2. Results of match head to head
  3. Difference in goals
  4. Highest number of goals scored
  5. Drawing of lots

The two best teams in each four-Five-team group and the top team and the second
best from all groups in each three-team group qualify to the A-final round. The rest
of the teams in the group qualify to the B-final round. The Final Round takes place
on Day three played in league format. Top team in A-final Round is declared winner
and the second team is declared as runners-up. The top team in B-final round is
declared as B-final winner. There is no runner up in the B-final round.

4 Age Group

B19 Boys and G19 Girls born 1/1/1998 and below

B17 Boys and G17 Girls born 1/1/2000 and below

B14 Boys and G 14 girls born 1/1/2003 and below

Special Children Boys, Higher Ability

Special Children Girls

5 Number Of Players

A team may use a maximum of 12 players per game. You may use the same player from a club/school in various teams but NOT in the same age category. All players must be registered and age verified by the club/school and also with Phoenix Cup.

In Special Children category a team may use maximum 8 players.

6 Match Time

All general categories play 2 x 15 minutes.
Special Children 2 x 10 minutes

7 Before The Game

Team list
Before your first game team leaders must fill in the Team List. The Team List is valid for the entire tournament. Teams that have not filled in the Team List before their second game will be excluded from the tournament. All the participants on the list are considered as a participant in the tournament. Random age controls will be carried out during the tournament. The team leader/s must leave a phone number the Team List where the team has to be contacted during the tournament. If two teams have the same color on the match set the away team has to change.

8 At The Match
  • All teams have to be ready and dressed at the field, 15 minutes before the trough-off. 
  • It is allowed to use glue in the matches during Phoenix Cup.
  • The home team has the ball at the start of the game
  • Team cannot request team time out. No timeout at 7 meters throws.
  • A team that leaves the playing field during a match is disqualified from the tournament.
  • It is not allowed to wear dishwasher gloves during matches, as it is not part of the game dress or the equipment used when playing handball.
  • After the match, each team leader must sign the match protocol.
  • A player who gets a direct red card will be automatically suspended for the next game. The team leader will be responsible for following up.
  • Each team is responsible for its own supporter’s behavior.

Balls The home team has to bring a correct size and authorized ball to the match. If both teams agree another ball size may be used.

It is allowed to use three balls in every game. The referee must authorize them all. The two balls not being used have to be placed on the ground next to each goal.

9 Age Identification

All players have to show age identification if the tournament technical committee asks for it. If a team uses an unqualified player they will be excluded from the tournament.

10 TOURNAMENT JURY

The jury decides protests and penalties. The jury’s rulings cannot be changed or overruled.

11 PROTESTS AND PENALTIES

Protests must be notified within 15 minutes to the tournament secretary and the technical committee after the actual game is finished. Then within 60 minutes the protest must be handed in written to the technical committee by the team manager. The protest fee (INR 5000) has to be paid at the same time. It will be returned if the protest is accepted.

12 WALK OVER

A team that does not show up without a legitimate reason will lose the game with 10-0. If this happens more than once, the team may be excluded from the tournament. If there are compelling reasons the jury can exclude a team on the first offence. For example if a deliberate walk over benefits the own or another team in the group. The Technical Committee has the right to re-schedule WO match.

13 PLAYING PROGRAM

The technical committee has the right to make changes in groups, times and playing fields. Any changes to the schedule may occur without contact with the teams until 12 hours before the start of the match. Should changes be made within a shorter time frame the team leaders concerned will be informed via phone and e-mail

14 RESULTS

Results will continuously be updated at the tournament office

15 OTHER REGULATIONS

General

The team leader on the team-list will at all times be responsible for his/her players.

It is forbidden to smoke and/or drink alcohol on the playing field and the accommodations provided by the organizers.

Each team must clean their sleeping facilities before departure.

It is totally forbidden to cook any food in the accommodations provided.

IF THESE RULES ARE BROKEN THEY WILL BE TREATED BY THE TOURNAMENT’S COMMITTE AND MAY LEAD TO THE TEAMS DISQUALIFICATION AND EXPULSION FROM THE LODGINGS
